Environmental information session: November 12
Thursday, November 12, 2026 | 6–7:30 p.m. | 5000 Conner Street, Detroit
EGLE will hold a public information session about the Response Activity Plan for the proposed Villages of Parkside II & V housing development. According to EGLE, the proposal includes removing contaminated fill beneath planned buildings and installing exposure barriers over remaining contaminated fill in other areas. No preregistration is required. Public comments are due November 30, 2026.
Virtual or phone participation: EGLE has not provided online or telephone access information. We will update this page if those options become available.
Read EGLE’s official notice and find project documents and comment information. Questions: Martha Thompson. For language assistance or accommodations, contact Joel Roseberry or 517-599-9494 before the meeting.
Public Comments
The public comment period is open October 22 through November 30, 2026. Residents and community members may submit comments at the November 12 information session or by email or mail. Visit EGLE’s official notice for comment submission information.
FOP requested an extension through January 8, 2027, to give residents and the larger community more time to review the plan and prepare comments, including during the holiday season. In its October 22 response, EGLE set the public comment period at October 22 through November 30, 2026, which did not extend through the date FOP requested.
FOP plans to request reconsideration of the deadline. Comments remain due November 30, 2026, unless EGLE announces a change.
REVIEW THE ENVIRONMENTAL PLAN
Online: bit.ly/fopegletvp — ReSAP Plan for II & V.
In person: According to EGLE, a paper copy supplied by DHC is available for review in the TVP Community Center lobby, 5000 Conner Street, in the same location as the prior ReSAP. Look for the plan on the lower shelf shown in the photos. A copy is also available for review at DHC’s office.
Learn together: FOP is planning a hands-on, interactive workshop to help residents understand the plan, explore the proposed environmental measures, and prepare questions and comments. The date, time, and location will be announced when available.

Parkside Residents Met with HUD’s RAD Office on October 20
Parkside residents and Friends Of Parkside (FOP) met with staff from HUD’s Rental Assistance Demonstration (RAD) office on October 20, 2026, to discuss redevelopment, relocation, future townhomes, accessible housing, the resident council, and Choice Mobility. Following the meeting, Taí Merey Alex of HUD’s Office of Recapitalization obtained written responses from DHC and shared them with FOP on October 28.
Before the October 20 meeting, Parkside residents participated in HUD’s RAD Resident Engagement Office Hours on August 26 and October 7, 2026. Some joined online, while others attended FOP watch parties to learn about RAD and ask questions together. Residents said these sessions were helpful. The Office Hours serve residents of properties undergoing or having completed RAD conversions; the October 20 meeting provided time to focus on Parkside’s specific questions.
FOP is preparing a response to HUD regarding DHC’s answers to residents’ and FOP’s questions.
Questions from Parkside Residents and FOP
The following introduction, questions, and responses are reproduced from the October 28, 2026 email from Taí Merey Alex, HUD Office of Recapitalization.
Below are responses to questions that arose in the 10/20 meeting with residents, as well as follow up questions from your office (responses are directly from DHC, except where noted that it’s a HUD response).
FOP questions, with DHC response:
- Is October 28 intended to satisfy the pre-closing resident meeting requirement under RAD Notice §1.8.C? If not, which RAD meeting requirement, if any, applies?
This meeting will satisfy the pre-closing resident meeting requirement.
- If §1.8.C applies, could you share any separate written notification addressing conversion approval and the required subjects, as applicable, and clarify when and how residents received it?
DHC has records of its conversion approval and with an appropriate FOIA request, DHC will provide them.
- Could DHC provide a clearer description of the topics and information and any additional required notice before October 28?
The meeting will cover the status of construction, remaining tenant interview status, the waiting list for townhomes and the opportunity to visit the factory where the buildings are under construction, among other topics. We will also cover any other required topic for the HUD requirements. There is no other required notice for this meeting.
- Could HUD use the planned joint meeting to review the §1.8.B topics with residents and hear what was discussed and what opportunities they had for feedback?
DHC would be happy to participate in that way.
(HUD note: we will send a proposed agenda for the November meeting for your input)
- What is the status of the construction? Residents were told they would be moving in December/January but there seems to have been a hold/delay on construction.
Construction began in June 2026 through a HUD-approved early start, allowing the project to complete initial site work and some environmental remediation completed this season. In addition, there has been ongoing construction of the modular units planned for this project in the modular factory in metro Detroit. As part of the upcoming resident meeting will be an offer for residents to visit the factory see the units being constructed. There was a delay in the full closing related to an additional requirement MSHDA made regarding the financing structure the developer was using that involves modular construction. Based on the information currently available, financial closing and mobilization are anticipated during the first quarter of 2027, subject to completion of the remaining financing and approval requirements.
- Residents expressed that there was a vote for a resident council about a year ago (October 2025) which was certified by DHC. What we understood is that their view is that DHC is not honoring the results of this election. Could you give us more information about that? The residents expressed a desire to have the council up and running.
A resident council election was held In 2024, which elected a person who was a former Friends of Parkside staff person as president. There was a dispute about sharing the office space with the Resident Council that Friends of Parkside is currently occupying. After a few months, a recall effort was launched against the President. In October 2025, a recall election was held. The October 2025 recall election was not conducted in accordance with the required notice procedures. Accordingly, DHC declined to certify the results. DHC did not select a winner or overturn a valid election. Rather, DHC offered to facilitate a new election, which the residents organizing the recall declined We offered to assist stage another election immediately afterwards. The residents sponsoring the recall declined. In early 2026, DHC re-engaged with the residents on the subject. There was consensus to have a new election. At that time, there was a disagreement about how the new election should be launched. We offered the community a mediator to look at the facts and decide if we should have a new election or accept the old one. DHC offered three potential neutral third parties to assist in resolving the dispute and identifying an appropriate path forward. DHC remains willing to facilitate a properly conducted election consistent with applicable requirements. Although the offer was made in June, the concerned residents responded to this offer verbally earlier today. We are reviewing their counter proposal now.
- Who is the contact for townhouses waitlist? Is everyone eligible to request a townhouse?
Ginosko, through its consultants and agents, is responsible for the townhouse waitlist. The DHC and Ginosko are continuing resident outreach and relocation interviews to determine resident preferences and eligibility. Additional information regarding the waiting list and application process will be provided to residents. Despite phone calls, door knocking and flyers, there are still several residents who have not completed their relocation meeting. The contact for all relocation matters is Housing To Home.

- How long is temporary relocation (i.e. to an apartment, if a resident is moving to a townhouse)?
There is no temporary relocation for this project. Any subsequent move from the Phase I unit to subsequent townhomes are made as an accommodation and cannot be characterized as temporary relocation.
Will the townhouses be accessible?
Townhomes can be made accessible through a reasonable accommodation request. A Reasonable Accommodation Request can be submitted at any time by any resident through the standard Section 504 Request process established by their landlord/management agent. This applies today as it would in the future.
Residents would like more information about choice mobility. We shared information in the meeting, but I wanted to make sure you have our guide as well, which can be shared at resident meetings too (as well as the fact sheet, we have on choice mobility).
